A base load can be helpful in situations where a light or motor controller does not control the load over the entire control range, when instead flicking or such occurs. The base load is connected (as seen from the controller) parallel to the load.
If the load is a low-voltage halogen lamp, connect the base load to the primary side of the transformer.
